Adjectives and adverbs

Has anybody else noticed how the difference between these parts of speech is continuously ignored by many? The comparative and superlative forms seems to give particularly great problems. I have just heard a BBC news announcer, of all people, say: "... the plane is reported to have been moving slower than it should have been ...". Does anybody else here share my pain?
