How can I brighten up the church hall for DD's 3rd birthday

DD1 is a Christmas baby and therefore hasn't really had a proper party before but she'd like one this year. We won't be able to fit everyone into our house, park obviously isn't an option and there aren't really any suitable party venues locally for the age group. Our church has a hall that we can use and I think that's probably our best option but it's a bit drab (& grubby looking) - and I'm worried the party will just feel really flat. Any ideas how to brighten the place up a bit. And do we need to hire an entertainer or will party games do? (Children's ages range from babies up to about 5 but the majority will be under 3). We're inviting 16 kids (and corresponding adults plus a few extras).

Would be very grateful for any tips - my first foray into the world of kids party organising so it's all a bit scary.

Balloons. As many as you can. Tied to chairs or just knocking around on the floor.

Bright tablecloths.

Small bouncy castle would be good
Craft table with simple activities that the parents could help with
Ditto biscuit decorating

Rope in a willing adult or two to lead the party games - keep it simple eg musical bumps, and have something for the children to do when they are 'out'. One entertainer I know has a big dressing up box full of hats, feather boas etc, and when children are 'out' they go and dress up then at the end they all parade around.
