14-month-old still needs a bottle to settle for sleep

Hello, we have a 14 month old who still needs a bottle to fall asleep. this is currently still formula as i'm worried she is not eating enough throughout the day to move off it. she hates any type of lump or texture (this is gradually getting better and she is slowly eating more throughout the day)
she has alwsy been formula fed & only has bottles to fall asleep with (1 nap in the day then bedtime) - i've tried just giving her water in her bottle for bed time but she will refuse to settle unless its milk (even cows milk doesnt work for daytime naps).. i am very worried as she starts with a childminder next month and they are not allowed to let the child nap with a bottle.
i have tried letting her cry it out but she will just work herself up so much.. also worrying about the lack of actual food in the day time.
has anyone else been through this?
health visitor just said keep persevering.
am i valid in worrying?

Have you tried giving the formula in a cup? I started with the daytime nap milk in a 360 cup. Once baby was fine with that (a few days), change bedtime bottle for a cup. Then replace the nap milk with a snack. Then reduce the bedtime milk to a lower volume and more filling dinner.
