Why does TikTok allow repeated accounts after multiple bans?

I'm in the UK. So on Tiktok, you can now submit a ticket to speak to an actual human when reporting an account. There is a 12 year old boy on there that is suicidal and also using his accounts to harass people. The police and cps have apparently been notified but it's still ongoing and they don't seem to be bothered. The age required for Tiktok is 13 years, soon to be 16 years next year.

Anyway, his accounts keep getting reported by many concerned people (in our town, he's not got a big following). My issue is that every time his accounts are taken down, he just makes more, but with the exact same photos and usernames. We keep telling Tiktok (a human) that it is clearly the same person making new ones, but they refuse to take some of the accounts down, saying it's a different person (everything is the same, how can it be a different person ffs?). He's also using the same mobile number and sign in details to make these different accounts, one after the other every time one is banned. Yes Tiktok are banning 80% of the accounts eventually, but it's taking weeks at a time. He's had about 30 accounts banned so far... Why on earth isn't there a protection at Tiktok to monitor this person? If you've had loads of accounts banned and clearly making more, which is obviously the same person, why aren't they doing more? This child has mental health issues and is also suicidal. Tiktok are allowing him to make more accounts, why not ban IP addresses or more accounts being made with the same sign in details? Or the same image of himself he keeps posting, why isn't that flagging up? Facebook and Instagram do this really well. It's hard to make a second account on those, compared to Tiktok.

Obviously I dont know specifics of how he is doing it but its generally hard to stop. Are you absolutely sure hes linking it to the same numbers and email addresses?

Tiktok doesnt need a phone number iirc. Its really easy to get a 100 new email addresses

Ip addresses are sometimes used to block people but its generally hard to do. Firstly it covers normally a whole network so people living in the same house would be blocked, you would have to decided if anyone using it would be blocked. Eg if I visited the house and connected to your WiFi would it block my account?

Mobile phone data is tricky because I think it uses public ip which changes as you move about and where many people would be linked to the same.

but also you would be able to sign up from somewhere like mcdonalds WiFi

It often is a case of whack a mole

Systems (especially global ones) struggle to pair data so won't automatically block a john smith with that birthday because its too common. It obviously assumes that people are giving the correct ones

The same with similar usernames, there are too many similar usernames to block accounts from using them, and it would usually have to be done by human eye because while Sam1 might be to predict $@//\ might not be to a computer

The user here implies they do monitor ip addresses and block them but im not sure how accurate it js.

In general tiktok allows you to have multiple accounts so I assume isnt overly bothered by 1 account to 1 person.

Can you create a new TikTok account after a ban?
You can create multiple accounts on TikTok. However, we may restrict or permanently ban your account if you make any attempts to avoid a restriction or ban imposed on another account you own, including:
• Create a new account after your account has been banned for a severe violation.
• Post violative content on a new or existing account.
• Spread content violations across multiple accounts.
This applies for as long as the restriction remains active on your other account

This seems to imply they allow people to set up new accounts after being banned and treat each account as a new one, where you have to break the rules multiple times

His "mother" thinks it's funny when he bullies other people on there. She's not a great role model. The type who let's her kids run riot and doesn't care what they're upto.

He's using the exact same usernames and the exact same photos of himself. I don't get how a human cannot see it's the same person.
