Severe congestion in Newborn

Looking for advice as I don't have much confidence in my GP :(

Since birth my daughter has sounded congested. At the start it would only happen at night. Shed squirm and grunt to pass wind seemingly in pain, then would sound congested in her nose, and wake crying every 5mins. So for the first 3 weeks of her life we had to hold her upright all night :'(

Saw Nhs gp at 3 weeks, he wasn't interested. He checked her chest said it was clear and that it was normal as nasal passages small. Fine.

A week later the congestion got so bad she was choking, gagging on the mucous and really upset every time she was out down. Got a private GP appointment and they suggested cmpa or reflux. Started aptamil pepti around 4 weeks and within a day she could lie in her cot all night, no pain no upset, only being minorly congested for maybe an hour but not enough to upset her. Thought great we've cracked it.

She's now 7 weeks and over the last week it's been getting gradually worse again. No pain but her congestion is awful, sounds like the worst cold in the world, can't lay her down at all, sounds like she's drowning.

Went out of hours gp this morning, again chest clear. Told "it's normal"

Doesn't feel normal, yes newborn snuffliness is normal but this feels extreme. Tried saline, raising cot a bit (even tho I now this isn't recommended any more but desperate), steamy bathroom. isn't much else can do until she's 3 months and can get plug ins etc.

Been told it isn't silent reflux as there are absolutely no other symptoms. NHS GP also doesn't believe there is a cows milk allergy problem but said stay on the special milk for a couple more weeks (She does have a rash but he said it's baby acne)

Everything else normal (poo etc), no vomiting etc.

Have another private appointment tomorrow for another opinion again as it's so bad.

Does anyone have any experience of this, any recommendations, anything at all. Is it really normal and should I stop thinking there's more too it??

This is my 3rd child, I don't run to docs for no reason. Think I've been more for this baby in 7 weeks than the other 2 combined!

At my wits end wondering what is going on x

Also it isn't just at night anymore, it's day time too. She's had to stay upright all day in a sling or me holding her or she can't breathe and even upright shes mega snuffly and rattly and crying when it sounds like there mucous caught in the back of her throat :'(

Gearing up for a night of trying to stay awake with her in my arms again x

The formula she's on does contain milk. It might be that she needs to be moved over to an amino based formula.
