Baby won't latch in afternoon/night

Latch is fine in the morning, but come afternoon/evening) night I really struggle. He pulls, it feels like sandpaper and if we ever do get a good one he manages to pull off
He's 2 weeks old, on a bad latch only feeds for five minutes and then is windy and uncomfortable and wakes up again within an hour for more milk / fart / burp

How can I improve his evening latch?

Does anyone have any insight on this? Still really struggling overnight.
Tongue tie has been ruled out because sometimes the feeds are ok

Who assessed the tongue tie but because we had some bad tongue tie assessments. They said she didn't but actually now she's bigger I thing she probably did have one but it doesn't make a difference to us now.

My daughter struggled with latching one and off and went through a phase of 5 second length feeds. For us reflux and fast letdowns were part of the issues. For the fast letdown I hand expressed at the start of the feed and stem the flow with a clean muslin before starting the feed. I got her latched and then lent back by about 30 Deg so that she was having sick up and had a bit of control over the flow rate.

For the reflux my daughter for a while couldn't tolerate being moved after a feed so I had to feed her lying down - against all advice for reflux babies but whatever it worked. It was just mildly inconvenient having to find a cleanish patch of floor when she needed a feed at a sensory class. I usually made sure she had fed just before I left the house. I had the travel cot mattress under the sofa to feed her on the living floor in the day

@Superscientist when did the latch/tongue tie stop being a problem? It's still bad at times. I don't know if I'm just rubbish at getting baby on, or there's a real problem.
Tongue tie has been assessed by midwife, lactation consultant and health visitor

The latch didn't improve until the reflux was under control and her allergens were removed from my diet. Refusal to fed became one of our first symptoms of an allergic response.
She was pulling off to scream every other second so she was on and off the breast continuously and didn't latch properly because she was too distressed. Retrospectively we can see it was a battle of needing a feed but feeding hunting

Ok that's probably a good enough array of people to detect one if it was there. It's only since my daughter has be 2+ and with better control of her own tongue that we can see what might be a slight tie. She was mostly assessed as not having one as she could stick her tongue out. Yes she can but she has a very long tongue like I have and she has a slightly more pronounced stretch of skin compared to other children her age I see. Her tongue doesn't move up much when she is crying which can be a sign too.
