Older kids at a first birthday party

Our DD will be 1 in 3 months. We are starting to organise her party and are looking to hire a function room somewhere. There will probably be 30-40 guests attending, only 7 of which will be children. However, only 4 of those 7 will be over 3, the other three will be 1 and under (including DD).
Does anyone have any ideas of what we could provide/do as entertainment for these 4? I know the younger babies won't really have a clue and will be happy with toys and bubbles etc, but I'm at a loss of what we can put on to keep the older ones happy.

Just to add, the ages of the four older ones are: 3, 4, 6 and 9

Oh I’m in a very similar situation!

but the venue we hired has a small soft play but in the middle of the room (which seems to babyish for the ages 4-7 kids… so I’ve also been trying to think of ideas.. but one of my teenage neices has offered to paint faces and I thought instead of typical party bags could actually give them things they could have fun with on the day..
although I did think about this - a party bag that they decorate themselves, then a piñata and they could fill their party bags themselves lol.
if the weather is nice could give them bubbles and go run outside…

We will have a couple teens but apart from my helpful neice the others just sit on their phones lol so not bothered about entertaining the teens 😂

I wouldn't do much for them tbh, it's enough for them to be invited assuming you'll have food and music.

For context, my DD1 absolutely hated her first birthday party due to hyper older kids. I wouldn't actively go out of my way to make the party "about" them. It's a baby's party, their parents can either bring them along or not.

I went to a first birthday that had a bouncy castle ( did separate times for the older kids) a little soft play set up and a face painter. Then a table for colouring.
it had an outdoor area so the older kids were happy running around until food time
