2yr old always twiddling his twiddle

As title says really, he's always got his hands in his nappy/pulling his twiddle over the top to play with it.
I tell him to take his hands out his nappy/put it away but I'm forever catching him doing it.
How do I stop him? Is this normal? He's my 3rd boy and my others didn't do it as much as him lol

Plus I don't shame him, I just tell him to stop, it's not something I want him doing everywhere he goes.
Also, I didn't ask for stories lol

People are so quick to have a go aren't they.

I was asking for advice, the only helpful comment so far is to use peppered vests, which is brilliant thanks!

You are shaming him by telling him to stop though, he's not doing anything wrong. It's perfectly normal.

So I'm supposed to let him have it out, playin with it in front of guests ect?
I try to be gentle when telling him, I'm not acting horrified or telling him off. He giggles and runs off doin it lol

When mine was a little older & doing that i just started explaining it was something he should do in private rather than in front of other people. 2 may be too young to understand that. Maybe his nappy is too loose if he can get his hands in there.
