Urgent advice needed regarding neighbour

So I have a neighbour that lives in a 2 up 2 down with 4 dogs and a 3 year old. I did hear her talking to her dad that she's actually got 5 which is more than she's legally allowed in her property from what I can gather, Her garden is riddled with dog faeces and everytime she opens her front door (she's attached to me) the smell is of something I cannot describe. She has apparently taken on 3 of these dogs (XL bullies) for her "partner" who is never there, and I personally think (hate to speculate) is using her. The dogs are never walked, never leave the house and bark constantly. She leaves them all inside with her child while she goes outside for cigarettes and brags about how when they try and bite her she "throws a bucket of water on them". She said because she doesn't have the room for them she keeps 2 in the downstairs toilet, two in the cupboard under the stairs (of which she has cut the top third off and they chewed through much of it). The other week she asked me to come and look at her tv because it looked a funny colour. And while I know our houses can't be pristine all the time or tidy, you couldn't see the floor for pooey dog prints and you couldn't see through the back doors. I have never seen or smelt anything like it. This woman needs a lot of help, and to be honest I fear for her child. Who do I contact and what do I do? I feel like there will be repercussions if I report as I'm the only person she's told about the situation she is living. Currently she's gone away for the weekend, she said someone is coming to tend to the dogs and I haven't seen or heard anyone, all I can hear are the dogs barking and crying 😭

Well done, keep calling and reporting until there is some action. This is a situation that will only end one way and by persisting you will potentially save the life of a child and the dogs. I would keep contacting the police as well if needed. Keep shouting about it until someone does something.

You can report the barking and dog mess in the garden to your councils Environmental Health team as well.

I mean, it's terrible for the child but those poor dogs! Mine gets so agitated if he hasn't been for a walk within a day! with those breeds and no exercise it's just a recipe for disaster.

The police here have a section that deals with issues related to dogs - might be worth ringing back and asking whether you have one.

You could contact the local dog warden for advice, they may be able to take some action too. Number should be available from your local council.

RSPCA eventually came earlier and put tape on the door to prove abandonment, as seal wouldn't be broken if she wasn't there. She came back shortly after but they said they are following up tomorrow and will likely do a welfare check. They said they can also do a SS referral but I will also be ringing SS myself anyway first thing! I'm not giving up x

OP, just wondered if anything else happened re SS or RSPCA? Was very worried reading your post and wondered if there had been any update?

She needs reporting to social services now and the RSPCA.
