There is plenty to do in Banbury but obviously different stuff for different ages.

Yes I have a 2 year old and 1 year old.

We will be moving to the bretch Hill area.

Ah ok.
In that part of town there is a children centre called the Sunshine Centre. They will have lots going on and information.
There's a small library and leisure centre called The Woodgreen Centre. They have an open air swimming pool which has a toddler splash area - unfortunately they only open in warmer months.
There's lovely country footpaths on the edge of Bretch Hill - look up Banbury Circular Walk.
There is a good bus service into town from there.
In town there is another bigger library. The Musuem is based in the Castle Quay shopping centre and they do various toddler sessions. Also in town is Spiceball Leisure Centre which has an indoor swimming pool and (I think) a small soft play. Next to it is Spiceball Park - has quite a nice playarea.
Next to the shopping centre is a place called The Light which has a cinema and various other activities like bowling. It's new - only been open a few months. Worth looking at their website as I think more stuff has opened up in there since my visit back last summer.
There's always lots of events going on in town - food festivals, music festivals etc. Not sure if your little ones would be to young for some of them but several are organised by Banbury Town Council so worth looking at their website or following them on Facebook.
There's a soft play called Rugrats but I am not actually sure where in town it is.
I hope you enjoy Banbury. That horrible smell is the coffee factory. You'll get used to it 😂

There's also good train links to other places. You can get easily to Warwick which has a great big park with a splash pool (there might be a bus - not sure). Up by train to Birmingham, down to London so handy for a day out.
Oxford is easy to get too as well. There's the S4 bus (takes an hour and a half...) but if your little ones enjoy a bus journey it's fun.

There are direct trains to Leamington from Banbury and some stop at Warwick which has st Nicholas park - splash pool and kids funfair.
Lots of family events in Leamington.

The mill theatre in Banbury has kids shows and family workshops.

Oh yes - The Mill. It's practically next to the Light Complex.
There are (were?) plans to move the main library to the Castle Quay centre. It will be great if it does because you would have all the stuff that toddlers like pretty much all in one place.
