What to use instead of a sleeping bag?

My 18 month old has started wakening during the night for a few hours at a time. I know this may be a sleep regression or split sleep and something I just have to power on through however I feel he that they are feeling restricted in their sleeping bag and this also could be wakening them. The minute they open their eyes during the night they are asking for it to be off. What can I use instead? The room isn’t cold it’s around 21c maybe drops to 19 on colder nights. Is 18 months too young for a duvet? Can I use a fleece onesie on top of cotton pyjamas?

The room sounds a bit hot to me, that would explain wanting the sleeping bag off. Maybe try opening the window overnight to cool it down a bit? 16 - 20° is the recommended temperature range.

The room sounds boiling! Children tend to like a cool/cold-ish room but to be warm with a sleeping bag/blankets. For context, our daughters room is approx 16 overnight and she wears a vest, pyjamas and a 2.5 tog sleeping bag.

At that age mine were in a fleece babygrow with a vest underneath and if it was cold I’d put a blanket over them but usually this was kicked off.
next make good fleece babygrow in toddler sizes

21 degrees is too hot and if you have the heating on to get to that temperature the air may be dry too. If you are only using the room for sleeping and not for playing try to keep it at 18 or 19 degrees always.
You can put to sleep with the zip open and zip up when you go to bed.
You will not have any luck with duvets, he will wake you up rather than recover himself.
