My son is 25 months and he follows me around constantly and always wants to be picked up and has a meltdown if I don't. I thought we would of been passed it by now so after other peoples experiences

Yes I had the same with my DD at this age. However, we’re due a baby soon so we had to do something to stop the constant need to be picked up.

we had to be firm and say, ‘mummy isn’t going to pick you up and that makes you feel very cross. It’s okay to feel cross. I’m not going to pick you up.’ And allow the tantrum. It’s okay for your DC to be upset about it but try and stick to it and be consistent. When we were going out, we made sure we brought a pushchair with us everywhere so that when she asked to be picked up we could say, ‘you can either walk or sit in the pushchair.’ She’s now used to not being picked up all the time and this has made a huge difference to our lives.

she is still ‘clingy’ in the sense that she follows me everywhere and will chase me around the kitchen screaming whenever I’m cooking anything but I figure that’s normal.
