Lean out the window and ask him if he is some kind of fecking idiot and to put a helmet on his kid, they cost like what £10

I don't know if it is a legal requirement though.

I would go daft if this was my kid though so careless. Worse than no car seat for that age imo.

I think you are right to point it out but you can't make them wear them.

If you want to be a busybody then if you know the pre-school then ask the supervisor to do a road safety session and emphasise importance, perhaps they could send leaflets home

SAdly I don't think there is anything you can do. IME a responsible parent would already be using one, and one that doesn't is likely to be rather unpleasant to somebody interfering.

Perhaps he is all heristically inclined and doesn't like the plastic aspect of the helmet

Maybe he could get somebody to whittle one for him
