SNP 'controversial' school census - Sexual experiences of 13 year olds

A 'Health and Wellbeing Census' presently being distributed amongst secondary schools in Scotland asks 13 year olds whether they have had sex and what sexual acts they have engaged in.
These are highly personal and troubling questions that adults would never be expected to answer. Any adult asking these questions of a 13 year old would be raising many red flags.
As yet, I can find no convincing justification for adults to be sourcing and storing this information from young people. At an age of compliance within an authoritative school environment, the young people will no doubt be compelled to complete these questionnaires no matter how uncomfortable it makes them feel.
Even if the purpose was anything other than nefarious, there is little to no child protection action that could be taken in the case of a disclosure in this context.
So what purpose does this serve if not to normalise these acts amongst this age range?

*for context, the SNP also attempted to place barriers toward teachers sharing the health and wellbeing of information with the parents of 4 year olds upwards pertaining to 'gender identity'.
