Physical activity and nap time for 2 year old

My DS is 27 months old, he used to run around, jump and dance in house and also he used to go outside to play for an hour. With all these his physical activity was good and he used to sleep in day time around 12-1 and goes to bed around 8 and gets up 7.

This month we moved to New neighborhood and stayed in first floor.

The ground floor neighbour is complaining from day 1 that he is making lots of noise.
Now we have asked him to not run and jump inside the house.
When he goes out , he doesn't run much as he is wearing thick jacket for the cold. Due to this his physical activity has been reduced. He only sit & plays with his toys at home. Now he is not taking the day time nap and night bedtime also delayed to 9-10 which is not good for his age.
I feel this is due to the less physical activity.
Now i am not sure what to do.
When he runs in the house for a minute, the ground floor neighbour knocks at our door, complaining about the noise.
Can you please suggest me what can i do .

Remember it won't always be winter. Do you have a garden he can play in? Is there room for a trampoline?
Or perhaps get one of the little tramolines for indoors, I think there are some for aged 18months to three. Great fun.

Can you go for walks to use up some energy. or swimming. or some sort of organized class - dance class, gym, music-bugs, there should be all sorts that will use his energy. Or even a trip to a library or botanics garden would stimulate him, mentally not physically, but still might help with the sleep.

Are you going to be staying in this flat long-term? If so, you need to seek out playparks or walks you can take him outdoors to.

Children run and people who live in flats are allowed to have children so, as long as you're willing to tolerate some neighbor aggro I'd just let him be himself at home (in socks). Some people in flats are absolute CFs about noise - we once had a downstairs neighbor who complained about us moving dining chairs (you know, like you would to get up and down from the table...). We just hmmed and ignored her.

Its normal for many children to drop their nap at 2 but why is he going to bed so late? What happens if he goes to bed earlier?

I think it's because he is not tired and sleepy. Previously I used to spend 30-45 minutes for reading stories and putting him to sleep , but now he is taking almost 2-3 hours time.
I think it's because he is not doing physical activity much.

Let him run around indoors. As long as it isn’t really early or late at night it’s quite acceptable!

2yo can drop naps quite frequently. Everything you're saying suggests he doesn't need it.

And if he's that hot, thinner coat. Or gasp take it off and he'll get a bit wet/ muddy then you go in and have a nice warm snuggle

We always make a point of getting out of the house in the morning. If it’s just a walk to town DS walks (with buggy for later) to use up some energy.
