Constant fiddling

DS is 9 and has a habit of constantly fiddling, with his willy, his hair, or his lips. He doesn't seem to be able to just be still. It's driving me crazy and I'm sure he does it at school as well. What can I do to get him out of this habit? At the moment I feel like a broken record constantly telling him to stop but it doesn't seem to help.

Is he generally anxious?

Not really. It's more like needing to burn energy.
He's always been a wiggler and has a hard time ever being still unless absorbed in YouTube videos.

Other than his Willy, which is not appropriate in lots of contexts, does it matter? Why can’t he mess with his hair?

Is it causing any problems for him or is it just annoying? Some children (and adults) are naturally fiddlers, it's a good way of getting rid of nervous energy and helping them to focus. You could give him something small to keep in his pocket, to fiddle with when he needs to. You can get fidget toys, cubes or you can improvise - I tend to use my car keys.

The constant willy fiddling is the main problem for obvious reasons. The other fiddling is just annoying.
I'll try getting him to exercise more. I think you're right it's probably a nervous energy. I'll look into getting him something to fiddle with. He had a fidgetcube but it's disappeared.
