Toddler won't walk

Hi wondering if anyone has any tips or advice, 19 month old DS refuses to walk more than about 10 steps before demanding to be picked up.
He was a late(ish) walker (17 months) so no idea if that's anything to do with it but this last week when we have been trying to going out for our 1 hour exercise is a complete nightmare. I'm going stir crazy in the house so being able to go for a walk is the only thing to look forward to in the day.
If I don't pick him up he will either scream and cry his eyes out or just sit down and not budge at all, neither are ideal!

Sorry i should add it's only outside he does this, at home he runs around like a nutter all day!

Just put him in the push-chair then.

He's only been walking 2 months and toddlers won't walk far anyway.
Stick him in a buggy.

I imagined my son would learn to walk one day and then from that point he would be racing around everywhere. In fact at nearly 2.5 he still likes to be carried sometimes.
What I've noticed is that the more unfamiliar he his with his surroundings, the more likely he is to want to be carried. I think we forget what a bit scary place it is for little ones sometimes and they feel secure in our arms and like to be there. Just take the pushchair out with you and you will gradually see you use it less and less.
