Dd2 (16mo) keeps taking her nappy off

I leave her alone for 1 minute, come back and she's taken her nappy off, she can also get out of her clothes (trousers/tops), she's to little to potty train but its driving me mad,

any tips, please?

How maddening - but don't underestimate her, take advantage. Back in the 60s the majority of babies were out of nappies by 18 months, it's the marketing of disposables that has extended the age in nappies even in the past 3-4 years since pull ups were invented the average age of potty training has gone UP from under 2 1/2 to almost 3.
She clearly doesn't want a nappy on - so why not have a real adult-style conversation with her along the lines of OK you don't want to wear a nappy but I don't want to keep mopping up the puddles so if you can use the potty to wee and catch the poo then we'll all be happy.
Then if you use 60s tactics of catching the first wee in the morning, reminding her to go regularly, making a ssss sound when you want her to wee, rewarding etc, etc you may have some success. You may not, but it's got to be worth a go compared with current battles!

Oooooooooooor - you could try a cloth nappy wrap over it (a side poppering motherease one is the hardest to undo)

Thanks for the tips, i have put a pair of tights on her today and she has'nt managed to get them off, i dont think its possible to potty train her yet, its kind of hard to have a conversation with her as she is not advance for her age, plus if she poo's on the floor she is very likely to eat it , she eats evrything

One strip of Duct tape (aka duck tape and gaffer tape) from any DIY store, put across the front of the nappy, coveing the sticky tabs and finishing up round the back of the nappy usually works.
