Is this tooth decay?!!

The other day my husband noticed my son has black dot on his teeth. I assumed it must've been pepper or something from his chicken. Well I brushed them and it won't come off! I even had my nail to try and get it off. Which makes me think is it tooth decay?!!! He's only 17 months. And I'm in complete chock because he brushes his teeth morning and night. With my help. He doesn't drink juice for that exact reason I've never allowed it. He doesn't eat sweets he's actually never had one in his life besides an occasional piece of chocolate. The only thing he does eat is fruit and an occasional biscuit. He eats quite healthy too. Help anyone?!!! I'm praying this isn't tooth decay and why is it black!!!! Makes me wonder if it's gotten to the point where it's turning into a cavity. I am in shock.

He may need to have a filling. My 7 year old had the tiniest black dot on a molar and the dentist gave him a small filling, no anaesthetic required.

He's got it all around the top of his gums. I'm in total shock me and my husband can't believe that his teeth look that way as if he's never brushed them a day in his life. Also he does have milk through the night and always has since he was born though. I'm afraid that might be it. I feel like a failed him.

If you're not already start watering down the night time milk and into a sippy cup not a bottle and take him to the dentist to be sure. It's hard to tell from the photos. He may just have weak enamel which occurs whilst he's in the womb so nothing you've done! So decay can happen more easily. Also likely his adult teeth will be fine if this is the case (we had this with my ds).

@Pashazade thank you for your response. I haven't but I definitely will now, he's been drinking out of a straw cup since he was12 months. I threw the bottle out the prevent tooth problems. 🙁 regardless though he does drink milk in the middle of the night. So maybe that's the problem.
