Challenging 5yr old

Hi I wonder if some one could pls help,,
I'm 35 and have 4 children my eldest is nearly 18 and my youngest is soon to be 2yrs. My eldest son was diagnosed at 12yrs with ADHD, ODD, And conduct disorder I thought nobody could ever be such hard work than him in till I had my 3rd child (2nd son) he is only 5 and has the energy of a Duracell battery , sadly I'm not the only one to think he's a live wire most people we bump into while out shopping friends neighbours and family members won't even babysit 😭 I have to lock all my doors so he doesn't escape and a 6 foot fence wouldn't put him off. He will climb over it in a blink of an eye, he is on an induced time table at school due to his behaviour so I pick him up at 12:15 everyday they 're even trying to get surrey to waver the law on putting children back a year as of yet this is not allowed so he can do another year in reception instead of going into yr 1 in Sept,
I've done the patenting puzzle twice , I've had homestart, I've done 123 magic he's been assessed by white lodge who have put a referral through to camhs so trying to to do everything I can do , but my Q is really ....we had been out just myself and my 5 yr old when I pulled up at home and went to get out the car he'd already took both bels off and as I got out to go round to the other side he'd jumped over the 2 front seats and got out I'm now chasing him down the road and as I just about to reach my arm out to grab (panting,sweating) the police had pulled up beside me (fine) I was kinda glad they had actually as I thought it might of shook some sense into him i thought wrong defiance and and aggression are tame for what he was behaving like. Anyway about 5 days later children's services phoned me and they are visiting tomorrow as they had a referral from the police, now I know my son is challenging and I have everything in place with school and health services etc but for chasing my 5 yr old who has run from me in public a good enough reason to call cps?
Sorry for waffling on a bit or a lot 😶😴

Oh dear, sounds tough. I doubt someone called the police. More likely they were driving by and saw a 5yo out running down the road on his own so thought they had better stop? They want to be sure he is safe which is why they have informed as.
