Surely if it is this contagious the school would make a fuss about it? Can't you ask them to take a look, tell them your son is being re-infected and you do not understand how? Tell them your suspicions, maybe they will look at it.

Myabe you could say that you know it's very embarrassing but you think her child has impetigo,would she like you to help her get rid of it. Maybe she hasn't thought about the toys.

Impetigo a bloody nightmare to get rid of but not impossible if you try as you found - doesn't sound like she's making much of an effort. Will go round school like wildfire and is a nightmare for them too as kids shouldn't be at school with it/teachers will get it as well. Maybe a word with class teacher might lead to a letter suggesting any parent whose kid shows signs should see their dr?
