Scooters on the pavement

I've got myself into a bit of a muddle with this. DD1 has got the ubiquitous micro scooter and is pretty good at riding it in the park. She is very.. um.. strong willed, thinks she knows better than me about most things and when we first got it (when she was 2 and a half) she wouldn't stop when I told her to. After a few panicky moments when she zoomed off in unsafe places (though nothing bad happened) I told her she could only ride it in the park and not on the pavement. I did this because I was pushing her sister in the pushchair and didn't think I could move quick enough to stop her if she did zoom onto the road with it.

Now she's much better at doing what I say and much more road safety conscious. I would also like to get her out of the double pushchair for good. However I think with my panicking and tellings off I have scared the living daylights out of her and she won't ride it on the pavement now because 'she's scared of the road'.

What do you do about scooters/pavements? How can I get her to ride it more often? Should I, in fact? I feel like I've been arguing with her about it one way or another for so long I can't decide if the scooters are safe or not!

DS and DD1 both have scooters. I have the rule that they have to stop at each lamp-post to wait for me (and DD2 in the buggy) to catch up. They also know to scoot near the houses rather than the road. Being a bit afraid of the road isn't such a bad thing.

When I've done this on the way to school with mine, I've given them a check point I know is coming up (lamp post, corner, green cable box, that kind of thing). I think stopping every lamp post would irritate me (and possibly them) so I pick a visible check point for them to stop at. They were 5 and 10 at the time so maybe a little older than yours.

Checking in at each lamp post is a great idea, thanks. I'll try it if I can get her on the bloody thing again.

Plus, she should also stop and look at each driveway before continuing to next lamp post.
