Help! Clingy toddler

Please - some wonderful MN advice needed. DS will be 3 just before Christmas and has suddenly become very clingy. He isn't clingy when I take him to nursery but only when I want to wash up/do housework (in fact anything which takes my total attention away from him). He is an only child and so has been used to my undivided attention to a certain extent. How do I deal with this? It's utterly irritating to try washing up or tidying up while he is sobbing and clinging to me and saying "Mummy I want cuddles".
I feel so bad when I say "No" or more usually "in a minute" and he goes even more mad.

I know it's a form of attention seeking but how do I best deal with it without making both of us feel dreadful.
