How do we make our DD less attractive to nemeses?

Two strong personalities in DD's class (she's 9) seem to be the cause of much sadness and anxiety for her. It's the usual girl stuff. Coming on heavy, I'm telling, you're rude etc. DD is emotional and a big reacter, either tears or anger. She's a lovely, sweet friend when things are going well but can't let it lie if there's an issue and seems incapable of shrugging it off, she'll always get engaged. She also does a lot of tutting and 'shhhing' around noisy fun, although equally can get involved and really enjoy it. Just back from spending time with her class so good op to observe.

Sorry a bit more. These strong personalities are two of a wider friendship group. She does fairly well I think at negotiating the bumps with several other girls and they are lovely kids.

The title of my post is something DH has just emailed me because he worries she might be likely to get picked on because she wears her heart on her sleeve, and is maybe a bit insecure (hence her big reactions)
