ok brain fried at work

'today's blood pressure measurement' (singular) is right, but should it be
'todays' blood pressure measurements' (plural)

I don't think so but can't see it

You're right that "todays'" is wrong - because you can't have more than one "today" (think about it) so it will always be singular.

Oh, but of course each "today" can lots of things belonging to it, such as measurements, fashions, menus - all of which are "the menus of today", hence "today's menus".

yep - think of it as 'the blood pressure measurement OF today'. Today has no 's' so the apostrophe follows the y.
