Younger children and behaviour on school runs

I have 3 children 6, 3 and a baby. I do 3 school runs a day, I don't have very far to go so they are done on foot, baby usually in a pushchair but I sometimes use the backpack. However, like most schools I find the last few metres the worst because of the cars and parking there. Parents park wherever they like, often on the pavement or blocking good crossing places and the nature of the roads means that many cars do a three point turn right outside the gates.

I'm finding my 3 year old very difficult to manage on the run especially the last one where he's tired. He wants to run on ahead but it's too dangerous, plus I have to control the buggy too and we seem to end up in dispute most days despite stickers, prommise of a snack, buggy board etc etc. I know I'm tired then too and I try to do whatever it takes to get everyone there and back safely but I'm fed up with it. Today, it was topped off by DS running to catch up with a nursery frend and the mum very noticeable giving me a look and moving her daughter away from him, I'm starting to feel paranoid that DS is being known for being naughty and not listening to any adults.

I want DS to either walk next to the pushchair or hold my hand from the playground and this one road each and every time we walk to and from school. How do I get him to do this? (He is 3, 4 in September)

Reins. If he protests, tell him he can only walk without them if he behaves like a big boy.
