Are there Boots in Ireland? So if I sent a Boots voucher would the recipient be able to use it?

There are Boots in Ireland but generally vouchers bought in the UK can't be used in Ireland - I know this definitely applies to places like M&S and Debenhams anyway. (I'm assuming you mean Republic of Ireland - NI should be fine..) Mainly to do with the Euro...

There are Boots in Ireland, but I'm not sure whether a UK Boots voucher would be redeemable in Ireland. It's in the wrong currency for a start and I doubt you'd get a good exchange rate if they did accept them.

You could send a book perhaps? The Book Depository does free delivery worldwide and their prices are usually a bit lower than Amazon.
