Response is reassuring but what does he mean about the Code of Conduct? I'm sure the one for councillors does not prevent them from disagreeing with each other (otherwise what would be the point of councillors?).
And I think it would be worth raising at a meeting and recording in the minutes that Cllr Noseyparker's proposals may well be in contravention of the Data Protection Act. (I mean, they damn well will be - someone should make that point at the meeting so it can be recorded in the minutes.)
