Handover for new build council keeps getting delayed

I was successful on my bid for a 2 bed with Southern Housing new build flat. After viewing I was told that I could expect to move in 2-4 days after viewing at the beginning of March. However, handover keeps being pushed back due to several reasons such as fire safety and paperwork that needs to be signed etc. it is now October and I have been waiting 7 months. My lettings officer keeps advising handover will be that month and then states that it was cancelled and rescheduled for the following month. I have mobility issues and only bidded on this property as I was advised it was ready to move into. If they had been honest with me from the beginning regarding handover I would have declined this property. I am not sure what to do as the current property I live in is not suitable for my disabilities. I keep being told to wait but I am not sure if I can wait any longer. I have researched to find if this is normal or if anyone else is experiencing this but I cannot find anyone else in my situation. I have also complained to my local council but there is nothing they can do since the property is managed by the housing association. Can anyone please advise if this is normal to wait this long to move into a new build and if paperwork usually takes this long and why they would advise the property is available to move into when viewing. At this point I am unsure if I should refuse the property and look elsewhere.

Ask your letting officer for an email outlining their complaints procedure. Then start the process of making a formal complaint, citizens advice can help you with this. Making a formal complaint, and occasionally getting the ombudsman involved, seems to be the only way of holding these big housing associations accountable at the moment.
I really hope you get the move you need soon.

I waited an extra 3 months to get the keys to my new build after being told it was only a week wait initially.
My sister had similar delays and one of my neighbours waited 9 months for theirs. It seems to be a standard thing with new builds.
