Fly tipping neighbour

I need some advice... I live in a very small hamlet of about 12 houses in the middle of nowhere so everyone knows everyone else. I try not to get involved in old disputes etc that have erupted over the years between neighbours and invite everyone if we have a bbq or drinks. Life is too short.
My problem is one of the households. When we moved here we were told they treated the area like their own fiefdom. They have the largest house, most land... you get the idea. I have got on fine with them personally and ignored the lording it attitude they have up until now.
However, they have over the past 20yrs land grabbed the common land in front of their house. Apparently it is now theirs. And they like to dump old sofas, chests of drawers, any old junk onto it, leave it for weeks and then have a bonfire.
A new neighbour got incensed by this the first time he enountered it and upset them in his attempts to get them to move it. A really old manky sofa and some pallets were dumped last week. I sent a message asking if they could please remove the stuff as it is an eyesore in a beautiful bit of the countryside and was told 'tough', 'it's to annoy the new neighbour'.
What can I do to get it removed? If anything?!

You could contact the council re fly tipping and say it's common land and you are unhappy with it being there and it's a regular occurrence by the individual concerned. Tell them it's an ongoing issue and it would be better for neighbourly relations if it was the council that discovered it and dealt with it as there are strong personalities involved, one thinking they can do the fly tipping and others unhappy over it and it's a small community. Ask them to put up a no fly tipping sign as well. Does your council have a fly tipping reporting form? You can put your address as A N Other.

This is a bit of an odd choice and it depends if you have the time and inclination but could you send a message round to all your neighbours suggesting that you collectively turn the land into a community garden or allotment?

If it’s a pretty space then people will be unlikely to dump on it.
