I want to convert a modern agricultural barn into a daycare nursery

The planning man went to have a look and can't see any reason why not - so we can put in a planing application

The highways man says No - this is not negociable
There needs to be 90m in each direction for visibility

Why?
No other house on the road has that - other houses in the village has that

It seems very odd

Im guessing your talking about road traffic number of people using entrance etc etc
What about googeling this?if you word it like
your area(or large town nearby)
planning nursey highways
in that exact form
could turn up something!?

Katymac, 'highway development control' or similar will be the name of the department dealing with this.

A commercial use such as a nursery is very different from a residential use (ie a house) in highway terms because of the potential volume of traffic using the new access. If the nursery use is acceptable in principle, you really need some professional guidance on this, from a planning consultant, as there may be a compromise solution which is acceptable. But you need to come up with the design and propose it to the council, they won't come up with the answer for you. Hope this helps.

i'm not sure about cost (i've always worked on the council side), but it wouldn't harm to ring round a couple and see what they will charge. Have a look here consultants You will need someone with local knowledge, and highways experience.

Sorry i can't be of more use. I just think that you are soo determined to make this happen, if this may be the right location you will need to spend some money upfront on some professional advice to secure the planning permission. These people don't bite, so call a few, talk though what you want to achieve and see if they think they can help you achieve it. If they think its a non-starter they shouldn't take on your case.
