all equipment has to be tested each year by an electrician
the premises themselves would have to be vetoed by EHO
you would need at LEAST a basic hygiene certificate that has to be renewed each year.

I think you have to keep records of fridge temps etc too as part of H&S

Get in touch with your local Environmental Health Dept. They have leaflets and often advice on their websites.

I went in for an informal chat and they were able to advise me exactly what I had to do to comply with regulations.

With my local dept you have to register 30 days in advance of trading. They will check you out and you will get a certificate.

You will also have to have planning permission for the premises, i.e. Food consent. If it has been trasing previously as a food place that should be OK but if you are converting a shop you will have to put in a new application. You also need planning permission for outside signage also.

I did a short course with the small business place and they have all sort of leaflets and give advise on all aspects of setting up.

There should be info on your local council's environmental health pages. Also, you can look up food.gov.uk

yes BS is right. all fridges need thermometers in them and you will need to take readings at least twice a day.

and freezers.

any hot food needs to be heated to certain temps and checked with a food thermometer.
