Birthday party suggestions for a 1 and 3 year old

Title says it all really. They are only two weeks apart in date so i would like to combine them. Would love to do a pool party even though both in nov as they both love swimming but not practical with times on offer. Have thought about snow play at local facility as older ds loves it but too cold for little one and expensive.
Home is not an option as I get really stressed in crowed rooms and our house is small. Would do soft play but did that last year and would want to use the same place as its spacious, in nov with bad weather v.important. I know this sounds fussy and really am ok going with this just thought I'd sound you guys out I case I was missing something.

Church hall/community centre and hire a bouncy castle?

Our community centre is £25, and a boucy castle is between £35 and £55.

Then just some decorations and a buffet or make up some lunch boxes so that its a bit quicker in the hall.

They will entertain themselves, had this for DD but at home in the summer with the bouncy castle outside, easiest party ever! Had kids from 1-8 yrs old, they made no mess and all went home tired and happy and full of sugar.

Best party ever was when we hired a local community centre, catered ourselves (with help from Costco), hired a clown/magician and put out lots of craft/making activities for kids to have a go at!

I agree with Oreocrumbs on the hall and bouncy castle. We also had a small craft table for after lunch with stickers on, some crayons and pictures you can print off the internet for them to scribble on. They don't sit down for long!!

We made the party 1.5 hours long. Had initial 30 minutes arrival and bouncy castle, 20 minutes cake and lunch, 20 30 minutes other activities - then for the last 10 minutes blew the castle backup to ensure completely shattered!!
