Do you mean for kids'drawing ? If so Ikea and Galt do it, so you could try an independent toy or stationery/art shop.

If you mean for drawing, do you have a newspaper close by? They often sell the end rolls off the presses for fairly cheap. I live in the States, and got a giant roll for $3.50, and there is still plenty left on it. They had several sizes that ranged in price from $1-$3.50.

i use cheap lining paper for the kids to draw and paint on from the diy shops

...or if you can live with sheet rather than rolls, 'butcher's paper' meant for wrapping food is dead cheap and comes in huge sheets (flipchart size).
Bakeries etc use it for lining those big plastic trays - ask in your local shops where they get it from and they may even give you a wodge.
