little leather satchel/lunchbox slung over shoulder

card with her name on it

We did this in the summer - most of the girls wore knee length skirts, blouses, (you'll need a plain jumper too as it's winter), knee socks - and you can make a gas mask box on a piece of string (I used a Persil tablets box, taken apart and rebuilt inside out). And the most important thing - a brown luggage label, with her name and address on, on a piece of string round her neck.

School uniform would do - with a proper jumper though, rather than a sweatshirt. M&S do knee socks, and places like Adams have plain V-neck knitted school jumpers. Or try charity shops.

Grey!!!

Grey tights, grey skirt, white shirt, grey jumper. Big tag with her name and a fictious country sounding address on. A grey hat too if you can find one.

Old battered suitcase, or even more authentic (many people could not afford suitcases) a pile of clothes tied up in brown paper and string!

Oh and if she has long hair - pigtails!

I found it very emotional seeing all the children at ds1's school dressed up: we had land girls in dungarees and headscarves, evacuees, soldiers, spivs (!) and the teachers were exceedingly glamorous in 1940s style dresses, fur stoles, and with pinned up hair. It was lovely.

Card with a name and the Destination on it, Tied on to coat, or satchel. with thick parcel string

What an awful thing to have to do, it must have driven their poor mother's mad with worry. And poor little things, having to be taken away from your family

Hair in pigtails.

...and check out the Narnia film - very authentic 40s gear - here and here
If plaits won't work, try a side parting with a slide, and don't forget really clumpy shoes.

Aw, DD1 was in a play like this when she was 10!

She wore a fair-isle-type cardigan (poss from charity shop, was a long time ago) and a beret, had pigtails and a teddy, and carried a brown paper carrier bag (IKEA one inside-out IIRC).
