Ours is running from 10am to 11.30am as usual. The running order is as follows:-
10am limited toys available (mainly big , ride-on type stuff)
10.15 into church for look at crib and sing of Away In A Manger with the minister
(this also gives time for helpers to put out food etc)
10.30 back into church hall, parents load up bits of food on a plate, children eat.
10.45 ish Father christmas arrives, children come up one at a time to sit on his knee, cry whilst having photo taken, and get a present (books from Book People)
11.15ish FC leaves, children play on toys, we have a bit of a sing-song, Hokey Cokey etc until 11.30 and they all leave very happy!
I don't know if there's much you can arrange that's going to suit the Toddler Group age group, presuming they are 0-4. Pass the Parcel? Play Doh table? Get some instruments out and let them shake/bang to nursery rhymes.
We are not very adventurous, but nobody has complained to date! Could you get some plain party hats or crowns and get them to colour them or stick stickers on? Ice biscuits?

I used to run a Mums and Tots group. When we had our Christmas party we used to let the children have half an hour runnig of steam playing on the big toys - rideons etc. Then we had a game of pass the parcel, which, if you have parents helping, even very young children get the hang of it. We would also get out our little "instrument" box, with bells, maracas etc and have a sin along, usually Rudolph the Red nosed reindeer. Then food, and Santa would arrive as near the end as possible, by then the children wanted to play with whatever they had gotfrom him. Not very inspirational i'm afraid

Reindeer masks - print out a blank onto card, they stick brown paper squares on (or paint if you're allowed paint) and then have to wear them for the rest of the party.

Decorating christmas trees - print out blanks and have lots of sparkley bits to stick on.

Those hand print calendars with the cutesy verses.

Oh, i forgot we used to get them to make party hats as well.

We used to have a couple of craft activities, music, bigger toys like pop up tunnels or a ballpit (had a bouncy castle one year!) and then put a sack of (cheap) presents outside the main door, rang sleigh bells and made them run to find them. Then packed them all off home stuffed full of christmas themed party food

Have to confess we didn't bother with organised party games as they were too young for it to go smoothly really.
