Hugo's will only be fine if there isn't a private party on, in which case the upstairs section will be closed.

I'd go for wellies and a walk along the river. Or a movie at the cinema? Check the Odeon website for times of films. There's usually something on for children and it will be the same price as admission to Hugo's.

how about Heathrow Gym that is fairly near to Richmond and easy (ish) to get to from Richmond or I think Isleworth swimming pool now has a soft play thingy too.
