perfectly normal in my experiance. Mind you i know when i booked my DS in for nursery i first checked they had full time space then told them i wanted one day a week, i paid the deposit on one day a week and paid for one month @ one day a week then 3 days later told them i needed full time! meant i saved ALOT of money on the deposit but obviously had to pay in advance! Only works if the nursery have space though! LOL

did that make sense?

it is normal, you would be surprised at how many people do not pay their fees and leave, owing lots of money.
It is expensive and time consuming to recover these debts.

All nurseries expect their fees in advance.
