Is this clause normal in nursery prospectus?

I'm looking at nurseries for DD and found this clause in one we are looking at, which seems odd and I'm not keen on it.

Continuous lateness after 5.45 pm will result in us taking up our legal obligation to call in Social Services to take over the responsibility of your child(ren).

Clearly I don't plan to be continually late, and am planning to pick up long before 5.45, but it seems quite a threatening thing to put in a prospectus. The nursery is highly recommended by friends who use it.

Sorry, have tried to reply a few times, but have IT issues! Thanks for the advice, it's good to know it's not completely out of the ordinary. It's just a very different prospectus from the others I've seen and I think I am concerned about its bossy tone, whereas the others I've seen are mainly full of pictures of children playing in the sand and lots of caring, if meaningless, statements.

a parent at our nursery has till 6.30 (closing time) then we call them, we would never wait up to an hour, the manager stays and the member of staff that the child's room is. A parent is fined £5 and then a another £5 for every 15 minutes that the parent is left, and if they are late the next day it goes up to £7 then £9 and so on and so forth, if a parent is consistantly late they risk loosing their place at nursery

chellesgirl why would you ever take a child home, do you have your own childs car seat in your car? i assume you have you children! still i find this very odd
