Nursery or childminder - help!

This is a long one so please bear with me...

I've decided to take my 14 mo dd out of her current nursery because I wasn't happy with the staff ratios in the baby room. Have been offered a place at a Sure Start nursery but decided to check out childminders too, and yesterday met with a nice childminder who currently has two children that she minds part time.

I'd be happy with dd in either setting, I think, but this is my current thinking:

New nursery's baby room has 12 babies in not a huge space. I have slight concern that this environment will be too much for dd for three days a week, who's happier in smaller groups of people. But will she be stimulated enough with just one carer and occasional other child at cm?

Both score 'satisfactory' on all counts in Ofsted report. Is this good enough? I can't seem to find anyone or anywhere that scores any higher!

New nursery is attached to infant school, so could move seamlessly into that without moving. Should this be a big consideration at this stage?

Your thoughts appreciated! I don't want to make another mistake!

I would look at why they only got a satisfactory. If your dd is happier in smaller settings then a cm would be better, and if you find a good one your dd should get interaction from other children at toddler groups etc...
I am bias as Im a cm, but I would choose a cm everytime
