Child to adult ratio

My 3 year old has just started nursery within a school. 3 hours per day. There are 26 children in her class. How many adults should there be? I've used google but not sure if I am understanding right.
The reason I am asking is because today is only my Dds 6th day. The last 4 days she has had a problem witj the same boy. She has been smacked twice, he has called her a baby and stole her milk.
Apart from the smacking these may seem trivial. However the kids are only 3 yrs old. This is v v upsetting for her. She loves going off to nursery. But has said she is starting not to like it. I am now concerned that the teachers can't see this happening and I am wondering if there should be more adults on the classroom.

In a school nursery it will likely be 1-13 as there will be a teacher and a Level 3
So that's 2 adults for 26 children

The TA seems very understanding about my worry. Hopefully the child will stop upsetting my DD very soon!

In a teacher-led setting the ratio goes up to 1:13. If the staff are aware, hopefully it will be monitored and dealt with quickly. It's not nice though, my son had issues with another boy in his class being mean and it's awful seeing them upset.

The teachers seem lovely. And are helping DD have the confidence to tell them when somebody is horrible to her. My eldest was bullied for 2 years and it was awful. I know this os just kids settling into themselves and learning the school rules also learning to be around a large group of children. My heart just breaks when she says somebody hasn't been kind to her.
