bespoke furniture for nursery

...I have visited a nursery in germany, just out of interest to look at the place.

they have lovely bespoke functional furniture. for example the changing table was handcrafted by a carpenter. it was a meter high, so higher than highstreet tables and had steps inbuild so the older babies and children could crawl/climb on there by themselves, which is good news for the nursery nurses backs.
building cost was around 100 Euros, so not really expensive.
is something like this possible in the UK or are there silly regulation that would prevent that?
if possible I would talk to nursery management, if they would install a table like this, properly build would last for ages, not that wobbly high street thing they have at the moment that needs to be replaced every 2 years...

child/carer ratio in germany sucks btw. 6 babies to one staff and open only from 9-14...

I was at a nursery earlier this year that had steps to the changing area. Great idea. Getting a person in to make tailored solutions to things is also a great idea but most nurseries don't have the imagination. Outdoor equipment is incredibly expensive. £125 for a balance beam that only uses £20 of materials. Show a builder a catalogue and ask him to copy the designs.

I can't think of a baby/toddler that I've looked after that would crawl/climb something like this to have their nappy changed!

Wishful thinking perhaps but not practical.
