Charging for care costs

I have read a bit of the COSLA charging guidance. It’s hard for me to understand.
my problem is I don’t want to pay for care. I get the higher rate care component but my food costs are much higher than average because of my disability. And I have eczema which is common with my disability so my toiletries are more expensive. Wash my clothes daily so they all get holes in. Sensory issues so need more expensive clothes. These costs, even the food cost alone is more than the care component than I get. So how do they work out if they want to charge me.

this is about an assessment for a personal assistant. I haven’t yet asked for the assessment. Last time I did that they wanted me to pay and I didn’t know I could contest it. I usually spend about £500 a month on food on average for just me that does include toilet roll for £30 cos of my IBS I’m not obese
