What is a syncopated chord progression?

Hi,

I wondered if it would be okay to ask what this means? It is a learning outcome for my ds's year 8 music.

"I can play a syncopated chord progression using the chords F, Bb and C, in time with a steady pulse, with a memory aid of the notes required in each chord

I have recently done Grade 5 music theory and I know what the keys of F, Bb and C are and what the tonic, dominant and sub-dominant chords are, but I don't know what a syncopated chord progression is.

I think it's just a case of playing those chords in succession to create a framework for a melody. Busking, if you will.
Syncopation is just playing off the beat, eg reggae style.

Syncopation means playing in time with a beat, but missing out certain beats and only playing in between the beats, to create a deliberate feeling of conflict or tension between the syncopated part and the beat. The first rhythm below is not syncopated. The second one is, because of the rests on the second and third beats.
