Do you mean this?
I have this due to needing, to convert a downstairs room to a bedroom and wet room. I had to provide proof of disability and need of the extra space (i used an ot report). It wasnt too difficult. It's not necessarily about needing a bedroom, but needing the extra space that you wouldn't if you didn't have the disability.

How Council Tax works

Your Council Tax bill - how to work it out, who has to pay, discounts and exemptions for students and disabled people, second homes, empty properties, paying the bill and getting the Council Tax rebate.

Yes please I cannot find the form for the life of me. I call the council only to be told to search on the website and I can tell you it's the same form that I just done for HB ? I'm so confused

Looks like it is the same form as the one you completed for HB. Just been on my council website and it combines the 2 processes and has a button to 'apply for HB/CTS'

Important: Please read carefully before making your claim
Full service Universal Credit is available in Leicester, so you may have to claim Universal Credit instead of Housing Benefit for help towards paying your rent.
You can only make a new claim for Housing Benefit if one of the following applies:
• You live in supported/exempt accommodation
• You are a pensioner (Read information about mixed age claims)
• You live in temporary accommodation provided by the Local Authority
If you do not fall into any of the above categories you need to claim Universal Credit instead.
Council Tax Support
In summary:
• You now have to contribute at least 20 per cent towards your council tax bill – about £277 a year for a band A property – no matter what benefits you receive.
• Council tax support has been capped to a band B value – currently £1,616.42. This means that if you live in a property that is above band B the most you will receive is £1,293.14.
• You will have to pay the full council tax bill if you have more than £6,000 or £16,000 if you are of pensionable age in savings or investments (some savings/investments are exempt).
• We will only pay towards the council tax bill when you are awarded more than £3.85 per week through the scheme.
• We have removed the second adult rebate, where some people used to get a reduction on their council tax bill if another adult, who wasn’t their partner, lived with them.
Benefits Calculator
Use our benefits calculator to find out what other help could be available to you.
If you already receive Housing Benefit
If you’re already claiming Housing Benefit, your local Jobcentre Plus or Tax Credits office will tell you when you have to move to Universal Credit.
Reporting a Change of Circumstances
If you receive Housing Benefit and/or Council Tax Support you must inform the council right away if there has been a change in your circumstances since your last application and award. If you fail to do this the council may take action against you which could include imposing a penalty, caution or court action.
You can report a change of circumstances online.
