DC 7 in August? CTF Top-ups axed

Is your DC going to be 7 in August this year? In which case, judging by this announcement (discussed in other threads on MN elsewhere), you will lose out on the top-up payment. Announcement is here: www.hmrc.gov.uk/chancellors-statement/ctf-announce-qa.pdf
BUT all their peers in the same school year will have received the top-up.
The legislation has not been passed and there looks to be a small window to register feedback. However, judging by most of the online comments I've read, Mumsnetters and other online fora are in favour of axing the CTF completely regardless.
However, I have been considering writing to No.10 complaining about the timetable - my DS2 will be 7 in August, so already, in theory at least, being the youngest in the year, impacted by the "the August Birth Penalty" (have found research online from two credible organisations Higher Education Policy Institute and the Institute of Fiscal Studies www.ifs.org.uk/docs/born_matters_summary.pdf ). On the basis that most CTFs will support DCs in education - anyone out-there similarly effected and want to make a ripple?

There will always have to be a cut off somewhere though won't there? ds has just turned 7 so presumably he qualifies and dd who is to turn 6 in August will not.

I have to say I never thought CTFs fulfilled the Govt's objectives so I have no particular problem with this.
