is it true, that a teenager cannot be legally said to have raped a woman over the age of 21?

because she can be said to be a child abuser? i read this in an artcile online, and think it cant be right. unfortunately there are plenty of physically huge 16 year olds around, and if they are nasty natured, then?

Complete rubbish I remember a few years back a teenager being convicted in a gang rape against an woman in her 30's.

Off the top of my head I can remember one case where a 14 year old boy (may have been younger actually) raped his teacher and he got locked up good and proper.

it is most definitely not true.
