Do I need Build regs to change a flat to a pitched roof?

Loads of people in our road have done so, and a neighbour says we need them, but I cant imagine all of those applied for build regs. We did a conservatory without needing any! cant really work out from what I read on line. says 'if a significant weight difference'. The builders havent said we do. they are excellent - very skilled, no cowboys, so wouldnt they have said so?

First I should say that I a not an expert, but have looked on the planning portal and it looks to me as though there is a strong possibility you need buiding regs I'm afraid:

It says:
"If you want to carry out repairs on or re-cover less than 25 per cent of the area of a pitch or flat roof, you will not normally need to submit a building regulations application. You will need approval, however, if:

You carry out structural alterations...
You are replacing/ repairing more than 25 per cent of the roof area, in which case, the roof thermal insulation would normally have to be improved.

And "To enable compliance with the requirements of the Building Regulations to be demonstrated, full details of the new roof will be needed - including materials and their dimensions and performance properties." from here.
and
"There are separate rules for construction of new roofs."

I think you should call your local planning office for advice, and check you don't also need planning permission while you're about it.

if they are a large builder they may have their own buildings regs people - some places do, and handle it all for you.

Asked him today, he said no dont worry about it! You can build a small extension and not need them! I searched the online council site and only found two from our raod on there! So there is my answer! I wont move anyway!

You do have permitted development rights which can mean you don't need planning (although one of the rules is that new eaves have to be less than 3m high - I know this because it is the only reason we need planning for the extension we have just submitted plans for), but, I'm not sure that necessarily applies to building regs?

I would phone the necessary department just to be 100% sure. Our friends reroofed their garage roof, it was previously flat and they put a pitched roof on. Some neighbours complained saying it was too high and the council bods came round to check it (it wasn't too high) but they were told they should have applied for building regs to change the type of roof.
