Could a father whos not on the birth certificate get a passport for his kids?

I very much doubt it. He certainly couldn't get passports without the originals of the kids' birth certificates.

IF you mean the dc's biological father who was however not named on the birth certificate, on what basis could he do this? He would need other proof that he is actually the father surely or official guardian?
