Questions about parking ticket

Are you really not allowed to park on the pavement at all?
I thought so long as you didn't block the pavement it was okay?

Do you have to receive the notice within 14 days or does that just apply to speeding?

In my borough you can't park on pavement unless there are markings so you can put two wheels up (in narrow streets).

You MUST NOT park partially or wholly on the pavement in London, and should not do so elsewhere unless signs permit it. Parking on the pavement can obstruct and seriously inconvenience pedestrians, people in wheelchairs or with visual impairments and people with prams or pushchairs.
